Hearts of Iron IV got a large War Effort update on 27 October 2026, patch 1.19.4, checksum a783. The developer calls it a quality of life focused release built from community feedback collected over time, alongside the last round of changes from the Open Beta “Summer Edition” and the usual batch of bug fixes.

The developer said the goal is to make a ten year old game feel more modern to play, and that more QoL focused updates like this one are planned going forward.

What changes day to day

A good chunk of this patch is about cutting down on busywork. Notifications from AI nations spamming Call to Arms and Military Access requests now get grouped together instead of flooding your screen. You can automate resource trading by factory count and priority, set automatic diplomatic responses for things like airbase access, and queue intelligence agency upgrades.

Construction gets a repair priority queue you can reorder by hand. Volunteer forces can now be recalled from a conflict as long as nothing is encircled, though recalled units stay unavailable for a while after. Fleet compositions can be saved and will persist across sessions. The research window picked up keyboard shortcuts to skip the details popup, and there is a new mini map for the focus tree plus 38 new profile icons.

Balance and gameplay shifts

This is where the Open Beta changes land. Tank chassis get reworked attack bonuses by tier, HP values for tanks and self propelled vehicles were adjusted based on reliability, and breakthrough and defense penalties for tank destroyers and self propelled anti-air were standardized regardless of weight class. Several doctrine rewards were retuned, faction rule penalties to stability, war support and political power were softened, and SAM missiles are now roughly nine times stronger than before.

On top of that there is a long list of country specific tweaks, from new Soviet, Turkish, Japanese and Raj focuses to adjustments on Chinese MIO control, Swiss AI decision making, and peace deal behavior for minor nations. Several historical events were also added or reworked, including new paths tied to Japan’s late war defense and a new Viceroy event for the British Raj.

What this means if you run mods

Any mod that touches combat mechanics, tank modules, doctrine trees or faction rules is affected by this patch, since those are exactly the systems that got reworked. If you rely on mods for armor, naval, or doctrine overhauls, check whether the authors have confirmed compatibility with 1.19.4 before loading a save that matters to you.

As a general rule with Hearts of Iron IV, a checksum change like this one can also affect multiplayer games where everyone needs matching mods, so coordinate with whoever you play with. Back up your save files before updating, since balance changes to combat values can shift ongoing campaigns in ways that are hard to undo.
