Paradox published a new dev diary on Steam on 29 October 2026 covering the more combative side of the Willpower update for Stellaris. After several diaries about spreading Ideologies through peaceful means, this one is about what happens when empires clash instead.

Warmongers and the Fanatic Militarist Civic

One of the two new Pre-Scripted empires in Willpower is built around a new Civic called Warmongers, tied to Fanatic Militarism. The idea is simple on its surface: pick fights with strong opponents and you benefit, stay at peace or bully someone weaker and you get penalized. The Civic also unlocks a living standard called Defect Filtering and a set of military-themed Pop Strata that replace ordinary Civilians, so even your idle population ends up tied to the war effort through mandatory service.

There is also a general Militarist Tenet shown off in the diary, available to any empire that adopts a Militarist Ideology, not just Warmongers specifically.

Ideological Warfare, Events, and Rivalries

The existing Impose Ideology Casus Belli has been reworked. Winning that war will now force the losing empire to adopt your official Ideology, provided you have one adopted yourself. The old function, changing an empire’s Authority or Ethics without pushing your Ideology on them, still exists but has been renamed Overthrow Government.

Ideological Momentum can now trigger special events, some positive and some negative depending on how things are going. The diary also introduces Ideological Clashing: when your Ideological Reach overlaps with a rival Ideology, both sides are strengthened by the friction, so contending with more opposing Ideologies can actually make yours stronger. On top of that, you can formally declare an Ideological Rival if you want to push the conflict further.

Golden Generation Origin

Golden Generation is a new Origin that centers on a Golden Academy built on your homeworld, training an elite group of future leaders from a young age. These leaders aren’t available for recruitment until they finish their education, and you can track their progress through the Leader panel.

Along the way you make decisions that shape how these leaders turn out, including choices the game frames as manipulation carried out for the greater good. Those choices can trigger consequences and events long after graduation. Once training ends, the Academy can either keep running at reduced capacity or become a museum. This Origin only ever produces one generation of leaders, but like the Lost Makers Origin, it also lets you adopt a unique Ideology with its own Tenet, and Civic or Origin-specific Tenets always sit at the top of the Tenet list so you won’t overlook them.

Absolute Ethics

Once an empire has adopted an Ideology and pushed its strength high enough, Absolute Ethics become available. Paying Unity lets you commit fully to that Ideology’s ethic, dropping all others. Absolute Militarism, for example, cuts War Exhaustion and raises Naval Capacity. You don’t have to go Absolute to get value from high Ideological strength, since reaching the cap unlocks Ideological Policies that spend a quarter of your strength automatically without counting against negative momentum.

What This Means for Mod Users

Stellaris has a large modding community, and major system changes like these, new Civics, a reworked Casus Belli, a new Origin, and a new Ethics mechanic, tend to be the kind of update that breaks mods touching leaders, Ideologies, diplomacy, or Civics. If you run mods in any of those categories, it’s generally a good idea to hold off updating until authors confirm compatibility, and to keep a backup of your current save and mod list before Willpower lands. Paradox has not given a release date for Willpower in this diary, only previewed the content.

The developer says next week’s diary will cover the Great Mosaic Origin, Ideological Paragons, another Civic, and more on the Ambition mechanic.

Based on the developer's announcement on Steam, 29 October 2026.
